With both batters at the keeper's end, Dickwella underarmed the ball to the bowler, who took the bails off at his end. It was a push to deep cover, even the deep fielder was jogging, which is why Rutu thought he could steal a second run. In fact he did complete two runs. The replay confirms that Rutu when calling for the second run, looked at his partner, saw Priyansh take off and was convinced his partner was coming. So he turned his head towards the ball to see how quickly it's coming as he had to make it in time. Meanwhile, Priyansh suddenly decided the run wasn't on and slammed the brakes. Now Rutu is ball-watching because he had already got the signal of yes from Priyansh so had no doubts in his mind. Since he's ball-watching, he isn't aware that Priyansh had stopped.
